Charter is used only for authorized environments, scoped testing, defensive operations, and governed exercises.

Authorization is required

Charter governs how AI systems act, but it does not grant anyone authority they do not already hold. Any security testing, operational action, or exercise conducted with Charter must be covered by prior written authorization from the system owner and must stay within the agreed scope, rules of engagement, and safety constraints. Obtaining and respecting that authorization is the responsibility of the operator and their organization.

Permitted uses

Defensive operations and incident response on systems you own or are authorized to defend.
Scoped, written-authorized security testing and red/purple-team exercises against owned or in-scope targets, using non-destructive methods and synthetic or sanctioned data.
Engineering, assurance, authorization, and governance workflows on your own programs and systems.

Prohibited uses

Unauthorized access to, testing of, or action against systems you do not own or are not authorized to engage.
Offensive operations outside an authorized, lawful, and scoped engagement; destructive actions against out-of-scope, safety-critical, medical, or other protected systems.
Any use that violates applicable law, export controls, or the rights of others.

Not a substitute for required review

Charter's enforcement does not replace required legal, safety, security, certification, or authorization review. Decisions with legal or safety consequences remain the responsibility of the designated human authorities.
